Fram Wind Solutions, a partnership between BW Offshore, Fram Green Technology, and Grieg Kapital, has been formally granted Nkr1.94bn ($209m) from Enova to support a new floating offshore wind project off the coast of Karmøy, Norway.
The project will feature two floating wind turbines, each rated at 18.5MW, together making up 37MW of capacity.

The funding forms part of Enova’s wider support for floating wind initiatives in Norway, with a total of Nkr3.94bn announced last week for two projects, including Fortius Offshore Wind alongside Fram Wind Solutions.
Both ventures aim to trial and demonstrate technology that could help reduce the costs of generating electricity from floating offshore wind installations.
Over the next five years, the four turbines are expected to produce energy equivalent to the annual consumption of approximately 15,000 households, amounting to about 300 million kWh.
The Fram Wind Solutions project will use BW Ideol’s patented Damping Pool floating foundation technology.
This design has already been deployed at the EolMed floating wind farm in France, where three 10MW turbines have been operational since May 2026.
The new turbines off Karmøy will extend the use of this technology to the largest turbine class currently available and focus on demonstrating commercial viability and reducing overall costs.
BW Offshore CEO Marco Beenen said: “The Enova grant is a strong endorsement of our floating wind solution. It will enable us to deploy BW Ideol’s technology on the next generation of turbines and move floating offshore wind to commercial scale. Our cooperation with the Grieg Group and Fram Marine has been key to securing this award.”
Enova is a state-owned enterprise under the Norwegian Ministry of Climate and Environment.
Its funding decisions are based on criteria such as projected energy output per unit of funding, potential for widespread technology adoption, carbon footprint, impact on biodiversity, and prospects for lowering costs in the sector.
The release of funds is contingent on Fram Wind Solutions meeting certain conditions, including reaching a final investment decision, securing finance, and entering into key supplier agreements within 24 months of the grant award.
BW Offshore has a 50% stake in Fram Wind Solutions, while Fram Green Technology and Grieg Kapital own stakes of 15% and 35%, respectively.
