The project is being developed by Daewoo Engineering & Construction, Korea Water Resources, Pakistan Water and Power Development Authority and Sarhad Hydel Development Organization. Daewoo Engineering & Construction, Korea Water Resources, Pakhtunkhwa Energy Development Organization and Pakistan Water and Power Development Authority are currently owning the project.

Lower Palas Valley is a run-of-river project. The gross head of the project will be 805m. The project is expected to generate 2,590 GWh of electricity.

The hydro power project consists of 3 units of pelton turbines.
